서류미비 학생의 정치력 신장과 교육, 그들의 교육권을 위해 커뮤니티가 하나로 뭉치다
(오렌지 카운티, 애나하임) 2008년 6월 2일, 화요일, 70여명의 학생, 부모님, 교육자, 커뮤니티 지도자가Loara 고등학교에 모여, 서류미비 학생의 칼리지 입학 과정과 AB540 (캘리포니아 소재 칼리지와 대학에서 자격이 만족하는 학생에게 주거주민 학비를 제공하는 주법안)에 대해 배우는 시간을 가졌다. 커뮤니티 교육 포럼 – “평등한 교육의 기회” – 는 오렌지 카운티에서 고등 교육의 기회에 대해 다양한 이민자 커뮤니티를 교육해 온 커뮤니티 기반 단체들과 옹호단체들의 연합체 주최로 개최되었다.

Making History
The First Ever Asian American Pacific Islander Presidential Town Hall

On Saturday, May 17th, 2008, history was made when the first ever Asian America Pacific Islander American (AAPI) Presidential Town Hall took place at the University of California Irvine. From a contingent of senior Native Hawaiians proudly wearing leis to Filipino war veterans in their army uniforms to Korean American seniors with their translation headsets blinking red, the audience represented the rich diversity that is our AAPI community. Participants from across the nation came together to celebrate that diversity and to share a vision of tomorrow in which our civic voices are acknowledged by elected officials, that policies reflect our needs and issues, and that our communities continue to grow strong and healthy within American society.

Korean American Voters Embrace California’s Renters
Over 90% of voters reached by KRC pledge to vote NO on Prop.98 in June
Los Angeles, CA – Volunteers from the Korean Resource Center (KRC) have been contacting thousands of Korean American voters over the past two weeks. After countless nights making phone calls and running from door to door, the results so far are encouraging: 92% of Korean American voters contacted by KRC will oppose Proposition 98, a ballot initiative that threatens the homes and lives of thousands of families and community members in Los Angeles and across the state by ending rent control, inclusionary housing laws, and tenant relocation benefits.

DHS re-affirms its implementation of the SSA no-match rule WITHOUT CHANGE!

On March 21, 2008, the U.S. Dept. of Homeland Security (DHS) released a supplemental proposed rule that purports to clarify its August 2007 final rule that would use the Social Security no-match records as a tool for immigration enforcement. The rule will be published in the Federal Register sometime this week with a 30 day public comment period. Implementation of the August 2007 rule was preliminarily enjoined by the Northern District of California on October 10, 2007 based on court’s findings that i) DHS failed to show a reasoned analysis to justify the use of receipt of a no-match letter to impart “constructive knowledge,” ii) DHS exceeded its authority by offering employers “safe harbor” from government discrimination claims so long as they followed the procedures outlined in the rule, and iii) DHS violated the Regulatory Flexibility Act by not conducting a final flexibility analysis concerning the impact of the rule on small businesses before implementing the rule.

2008년 3 월 21일, 국토안보부는 사회보장국의 정보 불일치 편지를 이민 단속수단으로 사용하겠다는 2007년 8월의 최종 규정에 대한 혼란을 불식시키고자 추가 개정안을 발표하였다. 이 법안은 이 주 중으로 연방칙령에 공표될 것이고, 30일 간의 의견수렴 기간을 거치게 된다. 2007년 8월에 발표된 최종규정은 국토안보부가 1) 사회보장국 정보 불일치 편지의 수령을 “추정지식”으로 판단하는 것이 정당하다는 주장에 대한 적절한 분석을 제공하지 못했고, 2) 고용주가 사회보장국 정보 불일치 규정을 따랐다면, 노동자를 차별 대우하였어도 처벌받지 않도록 하는 “세이프 하버 safe harbor” 조항을 둠으로써 월권을 행사하였으며, 3) 규정 실행 전에 소규모 자영업에 미치는 영향에 대한 최종 유연성 분석을 시행하지 않음으로써 규제유연성법 Regulatory Flexibility Act위반했다는 이유로, 2007년 10월 10일, 캘리포니아 북부지방법원으로부터 예비중지 판결을 받았다.

“SAVE Act Won’t Save Anyone”
코리안 아메리칸은 반이민 법안을 통과시키려는 입법 시도를 중단할 것을 요구한다
(로스 앤젤레스) 미주한인봉사교육단체협의회 (이하 미교협) 와 가입단체-시카고 한인교육문화마당집, 로스 앤젤레스 민족학교, 뉴욕 플러싱 청년학교-는 헤스 슐러 Heath Shuler (민주-노스 캐롤라이나) 하원의원이 상정한 SAVE Act가 최근 의회에서 추진력을 얻어가고 있는데 깊은 우려를 나타내는 바이다. 뿐만 아니라 최근 공화당 지도부는 SAVE Act (확인과 단속을 통한 미국 안전보장 강화 법안 Secure America Through Verification and Enforcement Act, H.R. 4088) 를 별도의 심의 없이 본회의에서 처리하도록 하는 송출 청원을 제출하였다. 이는 미국인의 대다수가 공정한 이민 개혁을 원하는 현실을 무시한 근시안적인 정치 행태이다. SAVE Act의 통과가 위험한 것은 다른 반이민 법안의 촉진제로써 작용할 것이기 때문이다.

“SAVE Act Won’t Save Anyone”: Korean Americans Demand a Stop to Congressional Efforts to Pass Anti-Immigrant Legislation

(Los Angeles, CA) NAKASEC and affiliates are deeply concerned by the recent momentum the SAVE Act, which was authored by Rep. Heath Shuler (D-NC), has gained in Congress. The recent SAVE Act (Secure America Through Verification and Enforcement Act, H.R. 4088) discharge petition filed by Republican leadership is an example of short-sighted politics blinding both sides of the aisle to the reality that the majority of America demands fair immigration reform. The movement of the SAVE Act has dangerous repercussions in accelerating the movement of other anti-immigrant legislation.
