TAKE ACTION: Stop the “Second Wall” Blocking Citizenship
Dear Leaders of the Korean American Community:
Over the past weeks, we have witnessed an increase in attacks against the immigrant community. Last month, congress threatened immigrants with various anti-immigrant bills aimed at lawful permanent residents and undocumented immigrants, finally passing the Secure Fence Act, which is an enormous waste of our thin national budget.
At the same time, the U.S. Citizenship and Immigration Services (USCIS) is also constructing a silent wall, which will hinder many legal immigrants from obtaining their U.S. Citizenship. We stand together to strongly oppose proposed USCIS administrative initiatives that make up this wall. The proposals together may make it impossible for poor, less educated, and limited English proficient immigrants, who are eligible for citizenship, from naturalizing.
The following are proposed USCIS administrative barriers to U.S. citizenship that cause great concern:
· USCIS is considering raising naturalization fees from the current $400 to $600 or even $800. For a family of four, naturalization could cost $3,200
· USCIS is considering an online application system that would make it harder for those who lack computer knowledge or for poor families without access to computers to apply for naturalization
· If the USCIS goes through with making electronic filing mandatory, it will increase the length of the naturalization application from its current 10 pages to 29 pages, with the addition of the 19 page online “pre-application.”
· USCIS is developing a new naturalization test to be introduced in January of next year. The initial draft includes obscure, misleading questions and difficult essays.
To deny immigrants willing to naturalize the door to the American Dream by raising exclusionary measures runs counter to our Democracy. We believe America should welcome immigrants who constitute this nation’s hardworking workers, families and neighbors.
The Korean Resource Center, a Los Angeles affiliate of the National Korean American Service and Consortium (NAKASEC), is requesting your organizational endorsement of the Illinois Coalition for Immigrant and Refugee Rights (ICIRR) letter which urges USCIS to put a stop to these prohibitive proposals. Twenty three House Representatives have written a similar letter to the USCIS. We urge you to join in, along with other Korean American organizations in pressuring USCIS to halt erecting new barriers to would-be-New Americans.

미 이민국(USCIS)이 시민권 취득 절차를 까다롭게 만들어 신청서 분량을 늘리고 신청서를 컴퓨터 전용으로 바꾸며 수수료를 두배로 인상하는 등 서민 및 연장자 신청자의 시민권 취득 규정을 어렵게 하는 정책을 검토 중에 있다.
이에 민족학교, 미주한인봉사교육단체협의회, 일리노이주 이민자 및 난민 권익연합은 이에 반대 하는 서한을 여러 이민자 단체들과 함께 이민국에 보내는 캠페인을 시작했다.

- 이민국은 시민권 신청비를 현 $400 달러에서 최고 $800 달러로 올리는 제안을 검토 중이다. 4인 가정의 경우 시민권 신청 비용이 $3,000 가 될 수 도 있다.
- 신청 절차 중 컴퓨터 인터넷을 통해 개인 신청 구좌를 만들게 함으로써 컴퓨터 인터넷을 가지고 있지 못한 서민 가정이나 영어나 컴퓨터 사용에 어려움을 겪는 연장자들의 신청을 사실상 불가능 하게 한다 ($100 구좌 개설비를 추가로 지불해야 한다).
- 컴퓨터 인터넷 개인 신청 구자를 만들 때 기존의 N-400 (서류 신청서, 모두 10장) 서류 작성 외에도 19 장 분량의 신청서 내용을 추가로 입력해야 한다. 모두 29 장 분량의 신청서 작성 및 컴퓨터 인테넷 입력은 이민자 신청인에게 큰 부담과 혼동을 가져다 줄 것 이다.
- 이민국은 내년 1월부터 정확한 답이 없는 주관식 문제와 작문(에세이) 작성 등의 새로운 시민권 시험 도입을 검토하고 있다.
민족학교 윤대중 사무국장은 “시민권을 취득하여 아메리칸 드림을 이루고자 하는 이민자들에게 이러한 신청 강화는 큰 장애물이 될 것”이라고 비판하며 그 대안으로 “미국 경제와 사회 발전을 위해 기여 하는 이민자를 적극 환영하는 정책으로 저렴하고 쉬운 시민권 신청 규정을 실행” 할 것을 촉구했다.
일리노이주 이민자 및 난민 권익 연합 (ICIRR)의 제안으로 전국 이민자 단체들이 단체장 서명을 받아 이에 대한 반대의 서신을 이민국 에밀리오 곤잘레스 국장에게 보낼 계획이며 미주한인봉사교육단체협의회(미교협)와 민족학교등 미교협 가입 단체들은 한인단체들의 서명을 받고 있으며 1차 명단을 10월 23일 월요일, 2차 명단을 10월 26일 목요일까지 접수하여 이민국에 보낼 계획이다. 이미 23명의 미연방 하원의원은 이민국이 이러한 시민권 신청 규정 강화 정책을 제고 할 것을 요청하는 서한을 보냈다.
이민자의 시민권 취득을 어렵게 하는 이민국의 시민권 신청 규정 강화 실행에 반대하는 한인 단체들은 민족학교에 연락하면 된다.

반이민법안 반대 켐페인에 함께 합시다!

배경: 지난 9월 14일 하원 공화당 의원들은 “국경 안보 강화”라는 법안 패키지를 공개하였습니다. 현재 의회에서 토론 중인 이들 법안은 포괄적 개혁이 없는 오직 단속만을 강조하며 오히려 이민자 커뮤니티를 공격하는 성격을 지니고 있습니다. 상정되어 있는 세가지 법안 중 첫 법안은 빠르면 다음 월요일 (9월 25일) 상/하원에서 모두 통과 될 수도 있습니다.
민족학교와 미주한인봉사교육단체협의회 (미교협)을 포함하여 여러 이민자 단체들은 다음과 같은 이유로 이들 법안을 반대합니다:
1. 법안이 통과 될 경우 이민국은 누구든지 신속히 추방 할 수 있게 됩니다. 시민권자임에도 신분을 정해진 기한 내에 증명하지 못하면 자칫 추방 당할 수 도 있습니다.
2. 법안이 통과 될 경우 경찰관이 이민국 업무를 이행하게 됩니다. 이민자 커뮤니티가 경찰관을 두려워하기 시작하면 미국은 더 위험한 사회로 변하게 됩니다.
3. 근본적인 차원의 접근이 필요합니다. 포괄적 이민 개혁만이 미국의 안보를 지키고 부러진 이민 제도를 고칠 수 있습니다.
파인스타인 상원 의원에게 전화하여 (번호 202-224-3841) 이들 법안들이 상원에서 제안 될 때 반대 표를 행사해달라고 요구하십시오.

Please join KRC in calling on Congress members to oppose Anti-Immigrant Bills!
BACKGROUND: Last week on September 14th, House Republicans unveiled their “Border Security Now” agenda which attacks the immigrant community by narrowly emphasizing enforcement without a comprehensive reform. Three bills – H.R. 6061, 6094 and 6095 - are under debate in Congress; the first bill (construction of a border fence) may be ready to become law as early as next Monday (September 25th)
Many immigrant rights organizations, including the Korean Resource Center and NAKASEC, oppose these bills for the following reasons:
1. These bills would give immigration officers power to quickly deport any one. Citizens who cannot quickly prove that they are citizens could be wrongly deported.
2. These bills will transform police officers into immigration officers. America will be less safe as immigrant communities increasingly fear police officers.
3. We need to address the root causes. Only comprehensive reform can provide true security for America and a fix to the broken immigration system.
